Monroe piercing has skin/bubble behind it. Is this normal?

I got my monroe pierced in September and I changed it about 3 weeks ago and since I changed it theres a kind of bubble/canker sore behind it where the flat part of the backing is. Is this normal? It seems like when you cut or bite the side of your mouth but I wanted to make sure it was normal!
