What is it meant by 'refurbished" here in this context?

The answers here are technically correct: it means it is refreshed, or restored. But there is more to it than that. What is going on here is that a source that has guaranteed its goods is giving the consumer less than what he or she bargained for: having bought new goods, the source is replacing them when they break prematurely, with old goods...called "refurbished" so that it will not be obvious that they are getting ... USED goods instead of NEW goods! This is an example of how words really matter, and how they are sometimes used to disguise rather than communicate meaning.
