How can i get super soft skin?

my legs & upper arms are like bumpy because i have eczema and i heard if i put lotion on it, they'll go away or at least go down some. I have been puttin lotion on them for like a week and a half and i see no changes. I want to have those soft smooth legs i see my friends have and i refuse to wear shorts because of it. someone help!!
