If every country in the world were strictly libertarian, would the world be a better place?

If every country in the world were strictly libertarian. The governments would only enforce immigration laws and provide protection of its citizenry by means law enforcement. Everything else will be left to the free-market and no more nanny states. Wouldn't it be much better for the world seeing as third world countries would develop at a rate never seen before while first world countries continue to flourish and have no more debt?
