Yes, you should call the cops. When the landlord sees the cops there constantly it will look like a bad neighborhood and they'll be more likely to evict the person. Also, check the lease you have, there should be stipulations in it regarding that. The lease is meant to protect the tenant as well as the landlord, and they can be forced to uphold their end.
