Questions about the photoshop cs2?

i was wondering if i buy cs2, can i take a picture of myself and a tattoo and put them together to make a fake tattoo. Im not familiar with photo shops so what can the cs2 all do? or do i need the cs3 to make a fake tattoo? thanksss
