I NEED a female eevee!!?

ok i really need a female eevee because i want to breed and a ditto will not work with my master plan....anyway, i am looking for a female eevee for pokemon soulsilver or for diamond. I really want one and have looked on the gts only to find that they want celebi's for one.....I do have a celebi, but i dont want to trade it for an eevee. so, i am seeking a FEMALE EEVEE and it has to be from another country and NOT from the US. I can give you anything you want for it except for level 30 and above. (i collect then train, and, meanwhile, i have been training a good team.) So, if you could get me a female eevee not from the US, i will give you whatever pokemon you like but not shiny, legendaries, or over level 30. I am begging for one. I have miltank, tauros, phione, chansey, or anything that you want I can catch. So, please, help me!!!
