I have a question about removing chunks of mineral deposits on the bottom of my water heater?

I drained it once after the buildup burnt out the bottom element. If I drin it and pour in some vinegar would that disolve it so it will drain out of the drain spigot? It is in chunks. I can feel it if iI put my finger in it thank You
